????美國農(nóng)業(yè)部有生物優(yōu)先計劃下有兩種程序，一種為政府采購優(yōu)先計劃（procurement?program）和針對消費者的自愿標簽計劃。前者是于2002年鼓勵生物產(chǎn)品的發(fā)展設立?(Farm?Security?and?Rural?Investment?Act?of?2002?-2002?Farm?Bill?)，而后者與2008年發(fā)布。生物優(yōu)先計劃的目的在于激勵美國生物質(zhì)產(chǎn)品的消費。
